NAICS Code: 561110 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division (3803R) 1200 Pennsylvania Ave NW, Washington, DC 20460 Response Date: May 14, 2010 REQUEST FOR INFORMATION (Planning Purposes Only) PURPOSE AND DESCRIPTION OF INFORMATION REQUESTED This is a sources sought notice for written information only and does not constitute a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, The U.S. Environmental Protection Agency (EPA) Facilities Management and Services Division (FMSD) is conducting market research to determine potential 8(a) certified sources for services to provide property and transportation management support services. BACKGROUND The EPA has a requirement for Property and Transportation Management Support Services for the Headquarters, Washington, DC offices and includes Technical Support Services on a nationwide basis (EPA's regional offices) and Property Management Support Services for the EPA office in Cincinnati, OH and Philadelphia, PA. These services include performance on a daily basis supporting the Facilities Management and Services Division at Headquarters, Cincinnati and the Philadelphia Property Management office in the management and tracking of personal property assets and management of transportation related requirements (i.e. fleet management support). Detailed information on the requirement is provided via a draft copy of the Statement of Work (SOW), provided below. WHAT SHOULD BE PROVIDED IN RESPONSE TO THIS RFI The North American Industry Classification System (NAICS) code for this procurement is 561110 and has a small business size standard of $7.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating their ability to meet the requirements in the draft Statement of Work (SOW). Capability Statements shall be limited to no more than ten (10) pages. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. EPA is interested in capability statements from any businesses that are a certified participant in the Small Business Administration (SBA) 8(a) program who qualify under the NAICS code stated above. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); and (3) Technical description of capabilities in meeting the requirement. Capability statements are requested only from vendors currently certified as 8(a) businesses. Vendors must provide proof that they are 8(a) certified..All responses should be provided in writing, either as Adobe PDF or Microsoft Word documents. Businesses should submit an electronic copy of the requested information to Trina Fisher, Contract Specialist, at fisher.trina@epa.gov by 4:00 pm EST May 14, 2010. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged. The Environmental Protection Agency (EPA) will not award a contract based on this RFI. Although "proposal" and "offeror" are used in this Request for Information, responses will be treated as information only. Responses to this RFI will not be returned.
