- This synopsis is prepared in accordance with FAR Subpart 5.207 and announces the future procurement of a non-commercial service for the Program Executive Office Enterprise Information Systems (PEO EIS), located in Alexandria, VA. The anticipated contract will cover the enterprise application-hosting requirements within the Army. The Army is looking for Contractors who can provide Application Hosting and closely related services in three scenarios: " Contractor Hosted Facilities, Contractor Operated " Army Owned Facilities, Contractor Operated " Army Owned Land, Contractor Provided Containers, Contractor Operated. The Army has identified the need for quick and flexible deployment of applications supporting various levels of mission criticality. Base Closure and Realignment (BRAC) activities and Continuity of Operations (COOP) situations have made this need more urgent. One possible solution is to identify capable commercial-based contractors that can support application hosting in a DoD environment. Commercial data centers are readily available with leading edge, proven technology to support the Armys service level requirements: " Hosting Services for Applications on Contractor owned facilities " Hosting Services for Applications within Army owned facilities " Hosting Services for Applications within Container based facilities " Infrastructure as a Service (IAAS): support for the above hosting facilities " Migration Services for Applications and Data: methods to assist moving applications into the proper Hosting Solution " Co-Location Services " Security Compliance Services " Professional Services The Government would retain ownership of any user created/loaded data and applications hosted on Contractors infrastructure. Hosting companies would have to be able to comply with applicable Information Assurance (IA) requirements and operate in the Secret Internet Protocol Router (SIPR) Network and the Non-classified Internet Protocol Router (NIPR) Network. Work on SIPR Networks requires Contractors that can assure proper training and clearance of their personnel in compliance with the DoD Secret clearance level. This acquisition will be a full and open competition using FAR Part 15 procedures. This acquisition will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract with Multiple Awards and a ceiling of $249M. The Period of Performance will be five years with a one year base period and four one year option periods, performance will be at the contractor site or Army site depending on the task order and offerors must be from the Continental United States of America. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. The anticipated solicitation release date is 6 May 2010.
