Description
The Federal Systems Integration Management Center (FEDSIM) has a requirement to provide a turn-key secure messaging system to support Department of Commerce/ International Trade Administration messaging. The anticipated requirement would be for both a non-classified and classified turn-key information technology solution product that will securely receive and route all classifications of cables up to the Top Secret level from both within the department and external U.S. Government agencies and bureaus around the world in their legacy format and deliver those messages to employees located in DOC Bureaus. The solution must be able to support a user base of a minimum of 4000 users. Maintenance for all hardware/software would be needed for a total period of 5 years. This is a full and open competition being procured under FAR 13.5, “Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code is 541512 Computer Systems Design Services, $25M, as of the date of their submittal. This shall be a hybrid Firm Fixed/Labor Hour Price procurement. The FFP will be for the turn key delivery of the system and warranty. the Labor Hour is for ad hoc development services after delivery. Delivery shall be FOB Destination. All offerors shall be registered with the Central Contractor Register (CCR) before award. This will be a single award contract. The solicitation will be issued approximately 5 days after synopsis issuance. Copies of the solicitation and necessary amendments can be obtained through FedBizzOps.
