- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) ROCUREMENT RECOVERY- INSPECTION SERVICES - OLYMPIC and MOUNT BAKER SNOQUALMIE NATIONAL FORESTS, WA. Description - The Olympic and Mount Baker Snoqualmie National Forests have a requirement for inspection services involving temporary personnel to assist the Forests in accomplishing the inspection of contracts for bridge and other construction projects which involve Recovery funding. On the Olympic it is expected that approximately 6 months full time work will be involved and on the Mount Baker/ Snoqualmie 5 and 11 months respectively (assuming only one person is available for each project). We currently do not have sufficient local, qualified, Agency inspectors to handle this program of work. In order to successfully complete this program of work, a number of additional knowledgeable, experienced and qualified inspectors are required. These positions will be responsible for a variety of activities including preparing daily diaries, coordinating and overseeing the work to insure it meets the contract specifications, completing necessary documentation for the COR’s and insuring timelines and requirements are met. These contract personnel must have current or previous knowledge and experience either as a Forest Service or BLM Contracting Officer’s Representative (COR) or Project Inspector (PI). In addition, all these personnel need to be knowledgeable, experienced, and proficient with Forest Service (or local Federal) manual direction, policies, requirements, standards, guidelines, etc. Contract personnel shall provide their own field gear and a vehicle suitable to use on 4 x 4-type, native soil roads in a forest environment. This work may either be continuous or intermittent depending on the contract. ARRA funds precludes award of hourly contracts beyond 30 September 2010, therefore the awarded contract will be a fixed price contract based on number of projects and an estimated amount of time involved in each project as well as deliverables. Award: Award will be on a best value basis considering the contractors past performance, technical capability and price. **IMPORTANT NOTES** -- Solicitation will be available on or after April 23, 2010 with additional details. -- This acquisition is a 100% TOTAL SMALL BUSINESS set-aside. --Contractors who are not registered in CCR may subcontract with companies who are who expect to bid on this contract; those companies should be listed in the interested vendor list on this FBO site. -- The North American Classification System Code (NAICS) is 115310. The size standard is $17.5 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov.
