Description
The Bureau of Reclamation's (Reclamation) Pacific Northwest Regional Office intends to enter into a sole-source contract with Tualatin River Watershed Council (TRWC), 116 NW Lincoln, Hillsboro, OR 97124-3047, telephone 503-846-4810. The contract will be for habitat enhancement and restoration projects for the Tualatin River Watershed. The NAICS code for this requirement is 813312, Environmental, Conservation & Wildlife Organizations, and the small business size standard is 7 million. Reclamation has determined, under the authority of FAR 6.302 and in conjunction with Oregon law, that the Tualatin River Watershed Council is the only reasonable source for satisfying agency requirements. No other entity would be capable of fulfilling Reclamation's need to responsibly use its Tualatin Fish Mitigation Program (TFMP) funds for habitat restoration activities in the Tualatin basin as issued in the 'Final Environmental Assessment and Finding of No significant Impact.' Working with a different entity would be disruptive to ongoing habitat restoration activities in lower Gales Creek, which has the support of local stakeholders; plus the TRWC has created a habitat restoration plan to provide continuity in implementation of future activities, which was prepared with assistance from the stakeholder's group. The Council was created in 1993 to coordinate resource planning for the Tualatin River Project. They are an advisory body working closely with stakeholders such as citizens, agriculture, business, industry, environmental, forestry, education, local governments, and water and sewer providers. Because of these relationships that are already established and the Tualatin River Watershed Council's mission, we believe they are uniquely qualified for this requirement; and we don't believe anyone else could provide these same services at a fair and reasonable price.
