- Solicitation HC1028-10-T-2093 for Google Earth Enterprise DISA/DITCO, intends to issue a purchase order for the acquisition Google Earth Enterprise. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is for 12 months from the date of award. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software must complete the attached solicitation, HC1028-10-T-2093, and return it via email to lynn.buss@disa.mil by 10:00 A.M. (Central Time) on 20 April 2010. The resultant contract will be a firm fixed price purchase order. The NAICS code is 511210 for this procurement. The justification detailing the government's essential need for Google Earth Enterprise software is listed below. In Accordance With FAR Part 13.106(b)(1), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name, or industrial mobilization. DISA PEO-MA IA2 has provided justification to support the procurement of Google software products. Google Earth Enterprise creates maps with custom imagery and road tiles, synthesizes terabytes of imagery, terrain and vector data to make a quick mapping application for users, connects to our existing GIS systems, creates search and spatial query tools, and exposes existing data in 2D Google Maps or 3D Google Earth globes. The Google products serve to satisfy the GNISE Architecture - GIS portion of the GNISE requirements. The Google products are appliance-based, are easy to use, require little maintenance, are easy to matchup, and are incredibly fast. Other products require lots of work to develop layers and maintain the system. Based on documentation provided, a determination has been made to compete this requirement among all resellers of the Google products via the FedBizOpps website.
