- The U.S. Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, intends to issue a solicitation on or around 15 May 2010 for the U.S. Army Materiel Systems Analysis Activity (AMSAA) in Aberdeen Proving Ground, Maryland. AMSAA is the Department of the Army/Army Materiel Command (DA/AMC) responsible official for the Armys Sample Data Collection (SDC) program. The purpose of the SDC program is to improve weapon system performance, logistics supportability, and maintainability, and to support Army Staff (ARSTAF) programs. The proposed contract provides data collection of maintenance and logistics data through onsite observations of a sample number of designated end items (i.e. vehicles, aircraft, equipment) operating in select units worldwide. The Army intends to award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract upon which Firm Fixed Price and Cost Plus Fixed Fee task orders will be issued. The ordering period of the contract will be for five (5) years. Written proposals will be evaluated on a best value basis in accordance with the solicitation utilizing procedures in FAR Part 15. Anticipated award date is late third quarter FY 10. This requirement is being competed on a full and open unrestricted basis. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 518210, Data Processing, Hosting, and Related Services with a Small Business Size Standard of $25M. The solicitation will be made available at the Army Single Face to Industry website, https://acquisition.army.mil/asfi, and can be found under solicitation number W91ZLK-10-R-0014. Please ensure there are no dashed in your search. Offerors shall be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. (These are basic requirements needed to be eligible for award of a Government Contract) RFP No. W91ZLK-10-R-0014 will be available on or about 15 May 2010 and proposals will likely be due 30 days from issuance of the RFP.
