Description
RFP terms and conditons to supplement combined synopsis/solicitation description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (other than the document attached hereto) will not be issued. The National Gallery of Art (NGA), located in Washington, DC, hereby seeks proposals for a chlorine dioxide generator system (hereinafter, the "System") capable of gaseous onsite generation to be injected into the NGA's central chilled water system. The System shall be furnished pre-packaged from the manufacturer as a single integral unit. The System shall be capable of generating a minimum of 10 pounds of chlorine dioxide per day. The System shall provide chlorine dioxide disinfection for approximately 500,000 gallons of chilled water serving over 50 open air washer systems as drop branches from the main chilled water supply and return loop. The System shall generate chlorine dioxide gas without the use of any acids, and with only one precursor utilized in the process for gas generation. The System shall be totally self contained utilizing a programmable logic controller for all operational functions, as well as alarm monitoring. The attached RFP document includes further details of the NGA's System requirements and pricing/payment information in addition to the above summary. The NGA requests proposals for chlorine dioxide generator systems in compliance with these requirements, which will be evaluated according to the terms of the attached RFP document, Sections L & M. The NGA reserves the right not to award a contract for a proposed system which does not comply with the requirements of this notice and the attached RFP document. Delivery of the System shall be made FOB destination to the NGA's Northwest Moat at 7th St. and Constitution Ave. NW, Washington, DC 20565. The NGA will provide a forklift for removal of the System from Contractor's delivery vehicle, but the delivery vehicle must include a lift gate for offloading the system onto NGA's forklift. Delivery shall be made Monday-Friday between the hours of 7am-1pm Eastern time. All vendors who submit a proposal must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference, the following FAR clauses: 52.203-6 Restrictions on Subcontractor Sales to the Government (Alt 1, OCT 1995); 52.219-6, Utilization of Small Business Concerns (May 2004); 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). By submitting a proposal in response to this RFP, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the RFP, and any additional purposes as represented by the vendor. Offerors are responsible for having read and complied with this synopsis as well as the full RFP, which is attached hereto and available upon request submitted to the NGA CO. All responsible sources may submit a proposal by mail, FAX, or e-mail, which shall be considered by the Gallery.
