Description
(I) This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. (II) Submit documentation in response to NRMGA000-10-11162DG. (III) The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. (IV) This is for use of the following commercial items: Use of two (2) mobile radar systems for the period May 1 through May 31, 2010. (V) Description of requirements is as follows: Mobile 5 cm radars to be used over a nine (9) state region in the central United States during the NOAA-NSF sponsored Second Verification of the Origins of Tornadoes Experiment (VORTEX-2). They will be used in conjunction with other radars of shorter wavelength, instrumented vehicles and other in situ meteorological instruments from NOAA and other organizations. These radars will travel in the central U.S. where severe storms are predicted to develop. Radars will scan storms in a coordinated fashion during the afternoon until dark. Collected data will be archived to storage disks for scientific analysis by VORTEX2 scientists and their students. (VI) Place of delivery is National Severe Storms Laboratory, 120 David L Boren Blvd., Norman, OK 73072. Delivery shall be FOB Destination. (VII) The mobile radars are required to be delivered to the National Severe Storms Laboratory (NSSL) for use beginning May 1, 2010. The NSSL facility is located at the National Weather Center, 120 David L Boren Boulevard, Norman, OK 73072. Prior inspection and testing of proposed equipment is required. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Sep 2006), applies to this acquisition. In addition to written price quotes, offers are instructed to provide documentation of compatibility with existing systems used by National Severe Storms Laboratory (NSSL), descriptive literature and usage history. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: ability to provide mobile radar systems that meet the government's requirements within time restraints required by NSSL. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: (19), (20), (21), (22), (38). (XIII) As prescribed in 48 CFR 1301.602-170, Contracting Officer's Authority (Apr 2010) - The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. (XIV) The Government intends to award a firm-fixed-price order. (XV) Substantiating documentation is required to be received in the contracting office no later than April 29, 2010.
