Description
This is a sources sought synopsis announcement for market research in support of the Design Build MV-22 Parking Apron/Taxiway Expansion and Hangar Construction/Addition located at Marine Corps Air Station Miramar, California. The information will be utilized for preliminary planning purposes. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents will not be notified of the results of the analysis. All data received in response to this Sources Sought Synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the government. Since this is a Sources Sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. Responses to this Sources Sought Synopsis will be used to make appropriate acquisition decisions. After review of the responses, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (Fedbizopps). No telephone calls will be accepted requesting a proposal package or solicitation. There is no proposal package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The required services are for multiple FY11 phased Design Build projects requiring construction and/or renovation of airfield facilities at MCAS Miramar to enable the operation of both the MV-22 (medium lift) aircraft as well as the CH-53 (heavy-lift) helicopter. This procurement will include the following currently planned Military Construction (MILCON) Projects: P-152: Airfield Parking Apron/Taxiway Expansion, P-185: Hangar 4, Aircraft Maintenance Hangar Addition, P-192: Hangar 7: Aircraft Maintenance Hangar. The airfield project consists of: upgrading/construction/demolition of existing asphalt and concrete taxiways, as well as the construction of a new aircraft compass calibration pad. The hangar projects will include the construction of three aircraft maintenance hangar modified type II modules to provide high bay, maintenance, crew, equipment, and administrative spaces for multiple squadrons of MV-22 and/or CH-53 aircraft. The proposed contract will be a Firm-Fixed Price (FFP) for Design-Build Services for the aforementioned projects. The estimated total contract value is $185,000,000. The period of performance is estimated to be two (2) years. Interested sources are invited to respond to this Sources Sought Synopsis by completing Attachment 1 - Company Information and Attachment 2 - Technical Information. Responses to this Sources Sought Synopsis are due no later than Wednesday, May 5, 2010, 2:00 p.m., PDT, local time.
