J-2 Bid Package J-1 Wage Determination InterpretiveExhibit Solicitation THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (RECOVERY) PROCUREMENT Recovery – Johnston Ridge Observatory (JRO) Interpretive Exhibit, Gifford Pinchot National Forest Location: Mt. St. Helens National Volcanic Monument, Skamania County, Washington The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for a permanent "Changable Display & Media Center" integrated exhibit to include an ADA accessible commercial-grade touch monitor media center, interchangeable panel display and a permanent graphic mural with appropriate lighting and signage for the Johnston Ridge Observatory (JRO) and optional items. The "Changeable Display & Media Center" is to be completed within 60 days with a start date of June 9, 2010. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--QUOTATIONS ARE BEING REQUESTED** The purpose of this acquisition is to obtain a permanent "Changeable Display & Media Center" and optional items. Optional items to update the exhibit components at the Johnston Ridge Observatory and nearby facilities is required. It includes reformatting of existing Ecoscape interactive exhibit content, updating signing for audio handset system, installing an updateable exhibit panel for “spider” monitoring instrument, constructing an orientation media cabinet, and acquisition and installation of two Traveler Information Systems. The optional items awarded under this contract shall be completed by September 30, 2010. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, and on-site training required to perform all work required to complete the project in accordance with plans, specifications, and provisions in the Statement of Work as specified in the solicitation. Notice to Proceed with work is estimated to begin on or about June 9, 2010. Project Location and Description Johnston Ridge Observatory is at the terminus of SR 504, approximately fifty-two miles east of I-5 (Mile Post 52). From Toutle, Washington take the WA-504 (Spirit Lake Memorial Highway) and head east to MP 52 to Johnston Ridge Observatory (JRO) Interpretive Exhibit. Pre-Bid Site Visit The Johnston Ridge Observatory is closed for the season until May 17, 2010. Due to the nature of this work, a pre-bid onsite meeting is strongly encouraged to view the unique curved tiered window and square footage of the display space, its dimensions, and placement of items. The contractor will have a better understanding of the scope of work at the project locations. Forest Service personnel will be available on Wednesday, April 21, 2010 at 10 am, Pacific Time, at the Johnston Ridge Observatory, MP 52. Please call to confirm your attendance to Terry Levenseller at 360-274-2141 or tlevenseller@fs.fed.us. The Coldwater Complex office at MP 43 is open. On the day of the onsite visit, the gate at MP 47 will be unlocked for access to the Johnston Ridge Observatory. The Government intends to award a contract(s) resulting from this solicitation to the responsible Contractor(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. The following evaluation factors shall be used to evaluate quotes: Relevant Past Performance, Experience and Capability, and Price. The non-price evaluation factors are approximately equal in importance to price. This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 337127. The size standard is 500 employees. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
