- RECOVERY: The USDA Forest Service, Cleveland National Forest (hereafter 'the Government,' 'the Forest Service,' or 'the Cleveland National Forest (NF)'), announces an opportunity for the Wastewater Improvements construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as a total Small Business set-aside, and any resultant firm-fixed price contract will be awarded pursuant to FAR 13, Simplified Acquisition Procedures. In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $25,000 and $100,000. The estimated contract period of performance is 64 calendar days after the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237110. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A REQUEST FOR QUOTATION (RFQ) AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The RFQ will be posted to the FedBizOpps website on or about April 30, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work includes installation of two separate septic systems including all related appurtenances at the El Cariso Hot Shot Camp. Work includes intercepting existing lines at building and manways, and installing new sewer line to new septic tank and leach field and abandonment of some existing lines. At Silverado Fire Station, work includes replacement of existing septic tank and connection to existing leach field, pumping the existing septic tank clean of sewage, demolishing existing septic tank, installation of new traffic rated septic tank, sewer line, distribution box and all related appurtenances.
