Description
This acquisition is for a Firm Fixed-Price commercial contract to provide 24 x 7 operations and imagery management capability for the Defense Imagery Management Operations Center (DIMOC). Operations and imagery management are the key components of the DIMOC mission. This capability encompasses still and video editing, caption editing, key wording of metadata for digital storage and retrieval of imagery, all combined with knowledge, skills and abilities to work in a complex military operational environment. This includes understanding of the duties and responsibilities of liaison officers (portfolio managers) working with combatant commands, DoD and the service components. The Defense Imagery Management Operations Center (DIMOC) is the operational arm of the Defense Visual Information Directorate (DVI), a component of the Defense Media Activity (DMA). The DIMOC provides an enabling architecture to synchronize and integrate the various Department of Defense (DoD) imagery capabilities and centrally manages current and historical visual information to support worldwide DoD and other U.S. Government agency communication and operational missions with the right image in the right place at the right time. Headquartered in Alexandria, VA, the DIMOC operates from three geographically separated facilities in Riverside, CA, Tobyhanna, PA, and the Pentagon in Arlington, VA. The three facilities work together to conduct the four primary functions of the DIMOC: Visual Information (VI) Imagery Management and Distribution, VI Customer Service, VI Order Fulfillment, and VI Operations and Coordination. Within the DIMOC Imagery Operations and Coordination (formerly known as the Joint Combat Camera Center (JCCC)) location, still and video imagery is received from DoD photographers and videographers operating from permanent and deployed locations around the globe. Once received, imagery is rapidly triaged, processed, and posted to the Defense Asset Management System (DAMS) where it is made available to registered users throughout the DoD and other U.S. Government agencies and to the general public through the website www.defenseimagery.mil. Processing of imagery consists of photographically editing still and video imagery, copy editing imagery captions and other metadata as provided by the originator. This procurement is Unrestricted. The applicable NAICS is 541611 with a size standard of $7.0 million. The Government intends to award a Firm Fixed-Price commercial contract with a base year period of 12 months, with four 1-year option periods. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The solicitation will be issued electronically on or about 28 April 2010 with a closing date on or about 28 May 2010. The Government will not provide paper copies of the solicitation package nor planholder list. Fax, telephone, written or email requests for the solicitation package and planholder will not be honored. All questions concerning this RFP may be submitted by sending an email to the contracting point of contact not later than 10 calendar days prior to the RFP closing date. Questions received less than 10 calendar days prior to the closing date of the RFP may not receive a response. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award.
