Description
RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: These funds will be used to obtain technical assistance for the purpose of enhancing and accelerating the Federal Emergency Management Program (FEMP) service functions to the Federal government. Sandia Corporation will provide services in the following areas:Initial and/or feasibility of a particular technology; Project prioritization; Strategic energy planning and benchmarking; Technical reviews of designs and proposals; Energy audit training; High-performance green building technical support; Federal vehicle fleet technical support; Assessments; Retro-Commissioning; Resource Efficiency Energy Managers; Operations and maintenance; and Evaluate financial strategies, procurement specifications; and acceptance of installed systems. These funds will also be used by Sandia Corporation to work on the algae pond fluid dynamic modeling research with Sapphire Energy, Inc. Sandia has exceptional expertise in modeling the mechanics and chemistry in large fluidic systems that could be further applied to the design and study of algae cultivation ponds. Results will provide guidance in the design and development of the full commercial scale cultivation ponds. The action is other than fixed price because work assigned to Sandia Corporation through the issuance of work authorizations (WA) is pursuant to the terms and conditions of their prime management and operating contract awarded under as a cost reimbursement type contract. This contract type was used due to the uncertainties in contract performance. Cost cannot estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. Sandia was selected by DOE to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The work falls within the Office of Energy Efficiency and Renewable Energy which is covered by the prime contract Statement of Work, paragraph 3.3, entitled “Energy Efficiency and Renewable Energy” that states: “The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation.” NOTE: This action is awarded under prime contract modification no. 377 that recognizes WA no. FB-100003-20454-10 and WA no. BM-100003-20650-10 issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
