- NSF currently has an annual service agreement with FrontPages Web Hosting Network (Frontpages is a trademark of Amp Technology LLC). Front Pages is currently hosting two SharePoint sites one for 6 NSF Directorates and the National Science Board at http://extsharepoint.nsf.gov and one for NSF Directorate Office of Information & Resource Management for Research.gov partner Agency's collaboration with USDA, NASA, DOD and NIH at https://research-gov.sharepointspace.com. National Science Board One of the important and vital roles of the Office is to maintain and serve as repository and unofficial archivist of documents and records of Board decisions, actions, policy statements and reports on national science and engineering policy issues. The NSB MOSS SharePoint site must be available to the Board no later May 3 to support the May 4-5, 2010 board meeting. The current sites are live and in use by NSF and NSF partner agencies moving the current services to a new hosting provider is not an option (reference NSF five major requirements item number I), there can be no down time migrating from the current Dedicated Service to the new dedicated MOSS service. The current sites are active and used on a daily basis to move them to a new hosting provider wou1d cause a service outage for several weeks, and it would cause undue burden on the National Science Board, 6 NSF Directorates and NSF partner agencies. In addition moving to a new service provider would change the URL (the web address to access the site) this would cause confusion with NSF users and disrupt operations. Moving to a new provider NSF would have to re issues user accounts to over 200 users causing confusion and un due burden. User preferences, email subscriptions, and bookmarks would be lost. Cost Factors: a. Upgrading the current services is the most cost efficient method. If NSF migrated to another service provider NSF would lose its current investment and incur new cost to migrate and set up a new service. b. Upgrading the current service will maintain the NSF web address which are http://extsharepoint.nsf.gov. Migrating to a new service provider would change the web address name. Changing the web site address would require NSF to incur additional cost to market and train NSBO Staff, NSF staff, NSF's advisory boards and NSF Partner agencies. c. SharePoint maintains version history, auditing and custom document management settings, which will be maintained if NSF upgrades its current service with the same provider. Migrating to a new provider will incur additional cost to maintain version and document histories and migrating to a new service provider will run the risk that some historical data may be lost. d. Upgrading the current services will have minimal cost effect on NSF internal contract staff, migrating to a new service provider would incur additional cost for NSF by the additional work NSF contract staff will be required to do if NSF migrates to a new service. Therefore, NSF intends to procure the upgrade services from Amp Technology, LLC on a sole source basis. The period of performance is the date of award through 24 months. The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 12.106.
