- Description
- The Transportation Security Administration (TSA) intends to solicit quotations from HUBZones on a firm fixed price, competitive basis, for janitorial services at the Honolulu International Airport, Honolulu, HI. The contractor will provide all labor, equipment, tools, materials, supervision, and other items and services necessary to perform janitorial services for approximately 26,822 sq. ft. of space. The services will be required seven (7) days per week in a secure service area which includes checkpoints and checked baggage areas. Contractor employees will be required to meet all TSA and airport security screening requirements which include a criminal history, background and fingerprint check. This acquisition is a total HUBZone set-aside and will be conducted in accordance with FAR Part 12 and FAR Subpart 13.5. A HUBZone is a United States Small Business Administration (SBA) program for small companies that operate and employ people in Historically Underutilized Business Zones (HUBZones). Small Businesses will be designate as HUBZone certified if they have the following criteria: 1. The firm must be a small business based on the the North American Industry Classification System (NAICS) for size standards, 2. The business must be at least 51% owned and controlled by citizens of the United States, 3. The firm's principal office (the location where the greatest number of employees perform their work, excluding contract sites) must be in a HUBZone, and 4. 35% of the firms total workforce must reside in a HUBZone. The applicable NAICS Code is 561720, Janitorial Services, with a size standard of $16.5 million in annual receipts. TSA anticipates publishing the RFQ on or about April 23, 2010 on the Federal Business Opportunities (FEDBIZOPPS) website www.fbo.gov. The anticipated award date is on or before May 31, 2010. The base contract term will be for one year with four (4) one-year option periods for a total of 60 months. The Statement of Work (SOW) containing performance requirements will be included in the solicitation. Additionally, all Potential Offerors must attend a mandatory site visit. Detailed instructions for attending the site visit will be included with the solicitation documents. Quotations submitted by Offerors who do not attend the site visit will not be considered. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website. Interested parties are responsible for monitoring FedBizOpps to assure that they have the most up-to-date information about this acquisition. All responsible sources may submit a quotation in accordance with the solicitation, which shall be considered by the Agency. All responsible sources must be registered in the Online Representations and Certification Application (ORCA) and Central Contractor Registry (CCR) to include corporate banking information. By submitting a quotation, the Offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the quotation. This notice is not considered to be a commitment by the Government, nor will the Government pay for information solicited. No basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Requests for the solicitation will not be accepted. DO NOT REQUEST A COPY OF THE SOLICITATION.
