Description
RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for HVAC Modifications-Geothermal Heat Pumps at the existing Visitor Center located at the Cheaspeake Marshlands (Blackwater) National Wildlife Refuge, Dorchester County, Cambridge, Maryland. The work under this contract will consist of the replacement of three (3) existing split system heat pumps with a geothermal heating and cooling system. Work also includes a new well field, piping and six (6) new water source heat pumps. There is a 150 day performance period for this project. The estimated magnitude for the project is between $250,000 and $500,000. This procurement is unrestricted. The NAICS code is 238220. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and, 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list individual line items designating geo-thermal HVAC renovations. Awarded line items willl be made based on availability of funds. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about April 28, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., May 26, 2010.
