- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on a sole source basis with Janus Associates, Inc DBA Business Health Services (BHS), for services in support of the U.S. Naval Academy, Civilian Employee Assistance Program. Services will include contact, problem identification, evaluation, referral for treatment and rehabilitation, limited counseling and follow-up services. These are services to be provided for civilian employees with emotional problems evidenced by an inability to effectively cope with their environment, and which negatively impact their performance and/or conduct in the work environment. The U.S. Naval Academy has developed a professional relationship with BHS as the provider of the existing CEAP services contract and several previously awarded contracts for this or similar services. BHS has developed an expert knowledge of the U.S. Naval Academy's corporate culture and the unique needs of its employees. This knowledge provides BHS a foundation to effectively manage existing services and provides them in-depth knowledge with which to develop an effective CEAP program for U.S. Naval Academy civilian employees. This acquisition will be solicited on a sole source basis with Janus Associates, Inc. DBA Business Health Services of Baltimore, MD. A firm fixed price type contract with a base period of twelve (12) months and two (2) twelve (12) month option periods will be negotiated. The NAICS code for this effort is 624190. The proposed contract action is services for which the Government intends to solicit and negotiate with only Janus Associates, Inc. DBA Business Health Services of Baltimore MD on a sole source basis pursuant to FAR 6-302-1. BHS is the most appropriate provider of these services at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALSNumbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
