Description
N1818100017. This solicitation as well as any issued amendments will be available at the National Business Center website (http://ideasec.nbc.gov) on or about 04/28/2010. A PAPER SOLICITATION PACKAGE WILL NOT BE ISSUED. Telephone, fax, or email requests for this solicitation will not be accepted. The National Park Service, New England Major Acquisition Buying Office (MABO), Acadia National Park, Bar Harbor, Maine intends to contract for the completion of a Historic Furnishings Report for the Marsh Billings Rockefeller National Historical Park (MABI) in Woodstock, Vermont. This contract will be awarded and performed in three phases as a base contract and two options. The base contract (Phase One) would be to gather historical data for all spaces in the Mansion and prepare a Historic Furnishings Report. Option Year One (Phase Two) would be to gather historical data for the Belvedere Complex and Bungalow and prepare a Historic Furnishings Report. Option Year Two (Phase Three) would be to prepare a Historic Furnishing Report Implementation Plan based on data gathered during Phases One and Two. Offeror's proposal must include information for base contract and both options. It is anticipated that the options will be awarded to the contractor who receives the base contract without further competition. This is the first formal study of the many site-associated furnishings of the three buildings at MABI and will draw together information about the structure's furnishings from a variety of resources in the park's collection and external repositories into one usable document. It will contain a room by room analysis of the evidence of room use and furnishings, with an emphasis on the public rooms of the Lodge's ground floor. This analysis will be supplemented with historic photographs and pertinent historic documents. The implementation plan will contain introductory text, lists of recommended furnishings, and working drawings to guide furnishings installation and to provide a permanent record of object placement for park staff. NAICS code 541720, $7.0 million. This solicitation is subject to full and open competition. All responsible sources may submit an offer which shall be considered by the agency. Three copies of each proposal must be received at Acadia National Park by May 28, 2010 and should include a project work plan, project budget for each phase, resume, three references and a writing sample. This solicitation is a Best Value Request for Proposals and offers shall be evaluated on the responses to the following criteria: 1. Knowledge of American decorative arts and material culture spanning from the last quarter of the nineteenth century to the end of the twentieth century. 2. Research experience and past performance utilizing primary source materials and writing reports dealing with historic furnishings as demonstrated by a resume, including references, that describes the offeror's work in this area, and samples of publications or reports, especially evidence of preparation of historic furnishings plans and reports. 3. Knowledge of American history and American art history spanning from the last quarter of the nineteenth century to the end of the twentieth century. 4.
