- This is a special notice to inform the public of the use of the Recovery Act funds. RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO 8(a) CONTRACTOR TTG Utilities LLC. The Contract Specialist for this action is Elizabeth Kelley at 817-886-1044; or by e-mail at Elizabeth.J.Kelley2@usace.army.mil This contract action will be accomplished using Other Than Full and Open Competition under the authority of FAR 6.302-5(b)(4), Sole source awards under the 8(a) Program15 U.S.C. 637 and the Partnership Agreement dated 29 December 2009 between the U.S. Small Business Administration (SBA) and the Department of Defense (DoD). In an effort to preempt repairs this project is designed to facilitate inspection of the Stilling Basin and reduce risk of Basin failures. The contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to construct a watertight enclosure placed or constructed in waterlogged soil or under water and pumped dry so that construction or repairs can proceed under normal conditions and remove debris within the Stilling Basin and dewatered area at Stillhouse Hollow Lake, Texas.
