Description
I. BACKGROUND Tanzania is a potential focus country under the Obama Administration's Global Hunger and Food Security Initiative (GHFSI), thus USAID/Tanzania is poised to receive substantial increases in funding for its agriculture program. Currently, the mission has been able to achieve positive results with minimal resources. Programs have focused on strengthening local capacity in providing and supplying the local, regional and national economy, and in overcoming food insecurity and malnutrition. Further, strong emphasis has been placed on hastening the acceleration of food production and the creation of an enabling environment for the private sector. Notwithstanding, attention has also been focused on raising the incomes and living standards of the poor, particularly women, who are dependent on agriculture. II. BASIC FUNCTION OF THE POSITION The Senior Agriculture/Food Security Advisor (SA/FSA) will be US Embassy Dar es Salaam and USAID/Tanzania's focal point and technical expert for agricultural development in Tanzania and will play a leadership role in coordinating the mission's programs with the Government of Tanzania (GOT), donor partners and other stakeholders. Moreover, as USAID/Tanzania's Food Security Lead, s/he will spearhead the US Government's Whole of Government approach to the Global Hunger and Food Security Initiative (GHFSI), and consult regularly with GOT in its quest to implement its Comprehensive African Agriculture Development Program Compact. Further, s/he will report directly to the Mission Director, or his designee, and assume responsibility for establishing and leading a new Agriculture/Food Security Team. III. DUTIES AND RESPONSIBILITIES 1. Supervisory and Management Responsibility for the Agriculture/Food Security Team (40%) •· Lead process for achieving Agriculture/Food Security Team's objectives under the GHFSI; •· Lead Agriculture/Food Security Team including direct and delegated supervision and staff development; •· Lead process to fully staff and build growing Agriculture/Food Security Team within the first year; •· Serve as USAID/Tanzania and US Embassy/Dar es Salaam's donor coordination senior representative; and, •· Serve as GOT donor coordination senior representative on GHFSI. 2. Technical Leadership in Strategic Planning, Program Development and Activity Design (30%) •· Serve as the Mission's technical expert in agriculture development, particularly as it relates to implementing the GHFSI. This will require technical guidance on issues including: a) increasing agricultural productivity; b) stimulating the private sector; c) supporting research and development; d) maintaining the natural resource base; e) promoting climate change adaptation; f) increasing trade; g) supporting good policy reform and governance; and, h) supporting underserved groups; •· Provide analytical leadership and contribute to USAID/Tanzania's strategy development to enhance the long-term impact of the Mission's Agriculture/Food Security investments; •· Plan and design mission specific activities under established and/or proposed program objectives; and, responsibility for the implementation, monitoring, and evaluation of the agriculture sector and food security initiatives; •· Design and/or manage programs addressing agriculture development, agriculture sector capacity and agriculture-related environmental concerns; •· Leverage USG, GOT and other donor funds to achieve USAID/Tanzania's goals and objectives; •· Provide appropriate/effective programming of USAID/Tanzania's planning, development, budgeting, procurement (acquisition and assistance), implementation, monitoring, managing for results, and close-out of agriculture development assistance activities in Tanzania; and, •· Coach and provide formal and informal training and guidance to staff in areas of expertise, and develop/implement improved approaches to activity management. 3. Supervision and Management Responsibilities (20%) •· S/he will receive guidance and instruction from the USAID/Mission Director or his designee; s/he will lead the process to establish a new Agriculture/Food Security Team (comprising up to fifteen members) with full supervisory authority for said team. 4. COTR/AOTR Responsibilities (10%) •· In the absence of certified personnel, s/he may perform the function of Activity Manager and/or Contracts Officer's Technical Representative (COTR) or alternate COTR for management of contracts, cooperative agreements and grants. •IV. POSITION ELEMENTS •· Supervision Received: S/he will report directly to USAID/Tanzania's Mission Director or his designee.\ •· Available Guidelines: Verbal and written instructions, as well as USAID Handbooks and Administrative Notices. The SA/FSA will need a general awareness of USG policies, mission operations and a familiarity with the programs and relations in Tanzania. •· Exercise of Judgment: The SA/FSA will have substantial freedom as the Food Security Lead for GHFSI responsible for implementing an estimated $82 million in FY11. Specifically, responsibilities will be in the areas of: a) supervision and management of agriculture/food security team; b) technical leadership in strategic planning and program design; and c) COTR/AOTR functions. Position will have discretionary authority to solve the vast majority of problems encountered without assistance. •· Authority to Make Commitments: The SA/FSA will not have independent authority to commit U.S. Government funds on behalf of the U.S. Government; yet, s/he will have significant responsibilities and some discretion with respect to program expenditures which includes oversight of budget and budget formulation, expenditure reviews and approvals. •· Nature, Level and Purpose of Contacts: Internally, the position involves frequent contact with the NRM/EG Team Leader and other members of the NRM/EG team. There will be periodic contact with other USG Agencies (US Embassy Dar es Salaam, MCC, USDA, CDC, and PEPFAR) who comprise the GHFSI Working Group. Externally, the position will involve substantial contact with both mid to high level Tanzanian government officials, private sector stakeholders, development partners, and implementing partners to articulate and support GHFSI's vision and ensure appropriate coordination and harmonization of activity implementation and management towards an integrated results achievement. •· Supervision Exercised: S/he will establish and lead a new Agriculture/Food Security Team (comprising up to fifteen members) with full supervisory authority for said team. •V. QUALIFICATIONS AND SELECTION CRITERIA •· Education - 10 points: Master's degree (or above) in an Agriculture-related field and/or International Development with an emphasis in Agriculture. •· Work Experience - 40 points: A minimum of twelve (12) years of agriculture development experience, including at least eight (8) years as a program manager and/or COTR for large organizations, with significant project management, project design, and project development experience. Further, s/he must have at least five (5) years supervisory and senior level management experience with a good track record of team building and rapid program scale up and successful implementation. •· Knowledge and Skills - 50 points: Proven management and organizational skills are required. Demonstrated leadership in a team environment with the ability to obtain results and work in a collegial and persuasive fashion is required. Proven record of effective, team-based working relationships, from staff to policymaking levels, with a wide range of individuals and organizations, including technical experts and contractors, host country partners (public and private sector), and international organizations is essential. Demonstrated ability to work collaboratively with a range of professional counterparts at all levels, including those from host country Ministries and technical staff, business executives, civil society leaders, USAID Mission(s), other US government agencies, and international organizations and other donors. The candidate must demonstrate cross cultural sensitivity, tact and poise, as s/he will be called upon to interact with high level officials from a range of cultural backgrounds, including senior political representatives of the GOT. Strong interpersonal skills and superior written and oral communication skills in English are essential. The ability to meet tight deadlines with concise documents and verbal interpretation is required. VI. TERM OF PERFORMANCE: The base term of the contract will be for two years, which may be extended upon mutual agreement and subject to satisfactory performance and availability of funds. This position has been classified as equivalent to a GS-15 position in the USG Civil Service. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history. In addition to the basic salary, differentials and other benefits in effect at the time and which are applicable and subject to change on a similar basis as for direct-hire USG employees, will be added. VII. SECURITY AND MEDICAL CLEARANCE The Contractor will be required to complete a full physical examination (including relevant immunizations) from his/her own physician and then obtain a medical clearance from State M/MED prior to service overseas. Also, USAID/Tanzania must initiate a security clearance prior to the Contractor's travel to post of duty. Until a final adjudication of a security clearance is received, the contractor shall: ● have no access to classified or administratively controlled materials; ● travel to post by himself/herself only; and, ● be authorized no entitlements other than those normally authorized for short-term (less than a year) employees at post. If USAID/Tanzania fails to obtain a security clearance, the contract will be immediately terminated.
