Description
This pre-solicitation notice is for air transportation services to transport escorts, and Hero Remains (HRs) of Armed Service members who die in a combat theater of operations, who die of wounds or injuries sustained in a combat theater of operations, or who are authorized military controlled transportation in accordance with DoD regulation, directive, or instruction. Missions will normally originate from the Air Force Mortuary Affairs Operations Center (AFMAO) facility at Dover Air Force Base (AFB), Delaware, but in some instances may originate from other locations. Flight coverage includes the Continental United States, Alaska, Canada, Mexico, Puerto Rico, Jamaica, US Virgin Islands, and other North American countries agreed upon between the contractor and the Contracting Officer at both military and commercial airfields. The contractor's base of operations shall be at Dover AFB. Contractor shall be able to perform 4 simultaneous missions per day, with each aircraft capable of transporting two casketed human remains in air trays, and two escorts with luggage. Contractor shall be able to perform an estimated 70 movements per month. Average distance of each trip is 1500 Great Circle Statute Miles (GCSMs) (one way), departing from Dover AFB. All missions shall be dedicated missions. The contractor shall provide pressurized fixed wing jet aircraft and must be a DoD approved carrier or obtain DoD approval prior to award of the contract. Aircraft shall be capable of allowing on/off loading of caskets in a dignified manner with the use of onboard contractor furnished Material Handling Equipment (MHE). Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DoD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR Part 861.3, and the DoD Additional Standards for Contract Passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas. Period of performance begins 1 Jan 2011 or date of award if subsequent thereto, through 30 Sep 2011, followed by three one-year option periods, through 30 Sep 2014, and a not to exceed six months extension under FAR 52.217-8. This is a 100 percent Set-Aside for Small Business. Small Business size is determined by 1500 or less employees. NAICS code 481211 applies to this acquisition.
