Description
RECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS.VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for a Design Build Construction of Project No. R512-08-106 Replace Cooling Towers at the VA Maryland Health Care System at the VA Medical Center, 10 North Green Street, Baltimore, Maryland 21201. Contractor will be responsible to provide all supervision, labor, materials, tools and equipment, and design-build services necessary for design and construction to replace the 3 existing cooling towers and associated piping, valves, controls, and electrical components at the Baltimore VAMC. The contractor is to develop the VA design documents and construction drawings for VA review and approval, prior to construction. This work shall be done in accordance with VA specifications, this scope of work, and VA technical requirements. Work shall include, but not be limited to design services, general construction, demolition and removal of existing structures, dust protection, infection control, equipment rigging, applicable permitting, commissioning, mechanical, electrical, plumbing, control, and structural components. All work will be in accordance with drawings and specifications. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for VA Medical Center. All work is to be completed within approximately 180 (6 months) calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238220. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The construction cost range for the project is between $1,000,000 and $2,000,000. The Request for Proposal (RFP) solicitation will be issued on or about April 30, 2010. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
