Description
The Defense Information Systems Agency (DISA) recently received approval to acquire performance based services to support the Global Information Grid (GIG) Services Management (GSM) Acquisition of Services (AoS). The GSM AoS includes the release of two competitive solicitations (HC1028-10-R-2000 and HC1028-10-R-2001). Prior to release of the Draft Request for Proposals (RFPs), DISA will provide a brief overview of the GSM AoS Strategy via the Defense Connect Online (DCO)-Webinar. Interested parties may access the DCO-Webinar on 22 April 2010 via https://connect.dco.dod.mil/r64375265. The webinar will begin at 1300 EDT (the link will be active starting at 1230 EDT). The capability to test access to the DCO will be established one day prior to the GSM AoS Strategy DCO-Webinar for interested parties to ensure the DCO Capability can be viewed and heard over personal computers. A test conference will be available the day prior https://connect.dco.dod.mil/r48653693. PowerPoint slides will not be available prior to the scheduled briefing. Copies of the Powerpoint slides and an audio recording may be provided on the as part of the documentation issued with the RFPs. Services to be acquired under Solicitation Number HC1028-10-R-2000 - GSM-Ops (GSM‑O) will provide day-to-day operations and sustainment to include provisioning; network operations (including NetOperations, NetDefense and Network Maintenance); user selected services; and integrated operations support services of the GIG. Contractor performance is required worldwide at Government and Contractor facilities. Solicitation Number HC1028-R-10-2000 will be competitively awarded and will result in the award of one Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Competition will be unrestricted; proposals from both large and small business concerns will be evaluated for award. The NAICS code for GSM-O requirements is 541513. Services to be acquired under Solicitation Number HC1028-10-R-2001 - GSM‑Engineering, Transition, and Implementation (GSM-ETI) are non day-to-day engineering, implementation and transition services to include systems engineering and integration; architecture, telecommunication standards development; telecommunication network security and information systems engineering; IT/IS Systems expansion/technology refresh; circuit/service/system development and transition. Contractor performance is required worldwide at Government and Contractor facilities. Competition under Solicitation Number HC1028-10-R-2001 will be limited to small business participation only (Small Business Set-Aside); proposals from small business concerns will be evaluated for award. The NAICS code for GSM-ETI requirements is 541512, which has a size standard of $25 million. DISA anticipates awarding multiple ID/IQ contracts to several small business concerns under Solicitation Number HC1028-10-R-2001. Draft Request for Proposals (RFPs) will be provided via the Federal Business Opportunities website as follows: HC1028-10-R-2000 - GSM-O; estimated: mid-May 2010, earlier if possible. HC1028-10-R-2001 - GSM-ETI; estimated: early June 2010, earlier if possible. A Pre-Solicitation Conference and Site Survey covering technical/contractual requirements of both solicitations are scheduled to be held at Scott AFB, IL on/or about 08 June 2010. The GSM AoS also includes a third set of capabilities called GSM-Projects and Support (GSM-P&S) Specific support services under the GSM-P&S include: non day-to-day Programmatic Support; support solutions; Operational Support Systems (OSS) development; and ITSM-Service Strategy and Continual Services improvement. Contract performance is required worldwide at Government and Contractor facilities. The GSM P&S services will be acquired under the General Service Administration's (GSA's) Global Wide Acquisition Contract (GWAC) Alliant-Small Business using the fair opportunity process. The NAICS code for the GSM P&S requirements/task orders will be 541512. Prospective offerors are encouraged to support the Wounded Warrior Project by considering the employment of wounded veterans who are returning from Southwest Asia and seeking employment within industry.
