Description
The Little Tucannon River passes under Forest road 4700 through a 96" x 66" Arch Culvert. This structure currently is undersized and a barrier to T&E and native fish. The U.S. Forest Service, Umatilla National Forest has a requirement for the removal of the existing culvert and the installation of a precast/prefabricated structure. Also included in this is stream simulation work in the channel, including placing rock for steps and streambed. De-watering is required for this project which includes re-directing the river for the duration of the project and installing erosion and pollution controls devices during installation of the new structure and stream simulation work. Little Tucannon crossing is located approximately 30 miles upstream on the Tucannon River from US Highway 12 at Dayton WA. The crossing replacement project is on Forest Road 4700 immediately following the Forest Road 4620 intersection with the Forest Road 4700. The work includes but is not limited to mobilization, construction staking, soil erosion and pollution control, clearing and grubbing, excavation, dewatering and stream diversion work, removal and disposal of the old culvert, topsoil conservation, placing precast footings, load haul and assembly of new structure and riprap placement, backfill and finish grade and stream simulation rock placement through the new structure. The period of performance will be 60 calendar days after receipt of Notice to Proceed. There is a limited window of time for in-stream work between July 15th to August 20th. A negotiated, firm-fixed price contract is contemplated requiring submission of both a technical (questionnaire) and price proposal. Award will be made to the offeror whose proposal offers the best value to the Government. The magnitude of the government estimate is between $100,000 and $250,000.
