Description
RECOVERY - INSTALL ENERGY EFFICIENT LIGHTS IN HISTORIC VISITOR'S CENTER WORI 23700A 14-1035This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the action. In addition to the normal FAR clauses the following clauses apply to this solicitation: FAR 52.203-15 Whistleblower Protection, FAR 52.204-11 ARRA Reporting Requirements, FAR 52.225-21 Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials, FAR 52.225-22 Notice of Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials. The National Park Service will be issue a Request for Quotations on or about 27 April 2010 to replace existing inefficient lighting with more efficient fixtures and lamps in Visitor's Center, Women's Rights NHP. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Solicitation documents will be available in Microsoft Word, HTML, TIFF and Adobe PDF formats. Quoters wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http//ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. The work of the project consists of replacement of existing inefficient lighting with more energy efficient fixtures and lamps in Visitor's Center, Women's Rights NHP located in Seneca Falls, NY. Contractor will be required to provide all labor, supplies, equipment and materials necessary to remove and dispose of existing lighting fixtures, lamps and ballasts in accordance with Federal laws and furnish and install new energy efficient light fixtures. The solicitation will be issued as unrestricted. The NAICS code and size standard for this procurement is 238210 and $14.0M. In accordance with FAR Subpart 36.204, the price range for this award is between $100,000 and $250,000. Hard copy documents only shall be accepted for this solicitation (no faxed or electronic quote documents will be accepted). The information on where to submit quotes will be in the solicitation documents. The estimated time for completion is 60 calendar days from the date of the Notice to Proceed. A firm-fixed price contract will be awarded. Award will be made upon price and non price related factors such as experience, past performance and qualifications. To receive consideration, All contractors must be registered in the Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR makes an offeror ineligible for award of federal contracts. Contractors must have completed the Online Representations and Certifications (ORCA). Contractor must provide Dunn and Bradstreet number with quote. Responses are due May 13, 2010. All questions must be in writing and may be submitted to Gateway National Recreational Area, Roselyn Sessoms, 210 New York Avenue, Staten Island, NY 10305 or emailed to roselyn_sessoms@nps.gov. Telephone requests will not be accepted. A completed quote package shall include one copy of completed SF1442, Solicitation, Offer and Award and Certifications. Award will be made to the responsive and responsible quoter whose quote will be most advantageous to the government, considering only price and price related factors included in the request for quotation.
