- PRE-SOLICITATION NOTICE*This project is funded by the American Recovery and Reinvestment Act (ARRA) of 2009, Public Law 111-5* Description: The Department of Veterans Affairs, National Energy Business Center (VA NEBC), 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the design and construction services necessary for selected energy conservation measures (ECMs) at the Albany VA Medical Center, located at 113 Holland Avenue, Albany, NY 12208. The ARRA project number is R101-09-050. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include the following ECMs. 1.Lighting System Efficiency Improvements and Lighting Controls 2.Replacement of Standard Efficiency Electric Motors with Premium Efficiency Motors 3.Upgrade Air Handling Unit and Exhaust Fan Constant Speed Motors with VFD's and Inverter Rated Motors 4.Improve, Upgrade, and Expand Building Automation System (BAS) 5.Installation of Natural Gas Modular Hot Water Heating Boilers 6.Steam Plant System Efficiency Improvements, including Steam Traps and Steam Traps and Steam Pipe Installation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The RFP will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. The solicitation will be issued on or about May 20, 2010 and proposals will be due on or about June 20, 2010 at 4:00PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 365 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The point of contact is Don Marsh who can be reached by email at donald.marsh2@va.gov.
