- Description
- RFP (Final) DESCRIPTION: Contracting Office Address: Department of the Air Force, Air Force Materiel Command, ASC - Aeronautical Systems Center, 77 Aeronautical Systems Group (AESG)/PK. Description: The 77 AESG/PK intends to negotiate a competitive 8(a) contract to obtain continued technical and professional consulting support services for the Air Force Uniform Office (AFUO). Services include a full range of support for clothing programs, including design, engineering, CAD/paper pattern drafting and grading, modeling and simulation, prototyping, acquisition, textile technology, manufacturing, data management, test & evaluation, program/project management, strategic planning and strategic communication for a variety of uniform programs. Program development of new items, sustainment or continuous improvement initiatives of existing items shall be accomplished. In accordance with FAR 19.805-1(a) this acquisition has been offered to the Small Business Administration (SBA) under the 8(a) Program and shall be awarded on the basis of competition limited to eligible 8(a)firms. The NAICS code is 541690 and the small business size standard is $7M. The Government intends to issue an Indefinite-Delivery, Indefinite Quantity (IDIQ) contract. The Offeror's proposal should be structured to reflect and overall understanding of the technical requirements and a Program Management strategy for managing the workload across multiple task orders and multiple locations. The estimated Contract Ceiling Price for this effort established by the Government is $16M. Task Orders awarded under this contract may contain Firm-Fixed-Price (FFP), Time and Material (T&M), Cost Reimbursement Contract Line Item Numbers (CLINs) or a combination of these CLINs. The contract requires provision of FFP sustainment (core services) support on an annual basis. The Offeror shall provide a FFP for the base year (year 1) and firm fixed prices for subsequent years (years 2-5) as option prices. The contract shall contain four one-year sustainment options. The Offeror shall provide FFP and T&M labor rates and other direct cost burden rates for the base year and all option years. This is a competitive source selection conducted in accordance with Air Force FAR Supplement (AFFARS) 5315.3, Source Selection, as supplemented by Informational Guidance IG 5315.101-1. Mr. Howard Marks Jr., ASC/AQ, has been appointed as Ombudsman to hear concerns from Offerors, or potential Offerors, during the proposal development.
