- Competition in Contracting Act, Justification for other than full and open competition The Government, Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Regional Center (WRC) is interested in leasing communications tower space together with a 12' x 12' area for placement of a Government-owned fiber glass communications shelter to house the National Weather Service's (NWS) transmitter and other weather radio equipment; such space will include 24-hour access for routine and emergency maintenance to install, operate, maintain, replace, and/or remove equipment. Uninterrupted transmission is also required 24-hours per day. Offeror will supply electricity as part of the rental consideration including.
