Justification for Other than Full and Open Competition April 12, 2010 Solicitation Number: VA-244-10-RP-0190 Erie VAMC 135 East 38th Street Erie, PA 16504 Items to be procured: The requirement is to provide two of each of the following: "1 CSN: 6515-438240 EIL: 430 Surgery Scope-Uretero-Renoscope Ureteroscope Flexible Endoeye Flexible Uretero-Reno "Instrument trays for scopes "Flexible biopsy cup 3FR, 115cm "Flex Grasping Forecep The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." In order to provide the least variance in quality and cleaning preferences, which is necessary for patient safety, standardization must be implemented. The current scopes and towers used in the operating room are Olympus brand. The operating room staff is currently trained on cleaning and operating the Olympus brand equipment. The purchase of a new brand of scopes would require additional training to staff members in operation and cleaning processes. By using standardized equipment and processes, the goals of VHA Directive 2009-004 and 1761.1 can be more easily accomplished. The addition of a new brand of scopes would require additional Standard Operating Procedures (SOP) to be written annually (in accordance with VHA DIRECTIVE 2009-004). It is requested that this contract be awarded to the following contractor, who is an Olympus company: Gyrus ACMI LP 6655 Wedgewood Road STE 160 Maple Grove, MN 55311-3613 The solicitation is expected to be posted to https://www.fbo.gov/ on Tuesday, April 27, 2010.
