- NASA/GSFC has a requirement that the Moderate-Resolution Imaging Spectroradiometer(MODIS) standard snow and ice products be validated and the Air Force Weather Agency(AFWA) requests the use of a MODIS-Advanced Microwave Scanning Radiometer-Earth ObservingSystem (AMSR-E) blended snow product called the Air Force-NASA Snow Algorithm (ANSA). NASA/GSFC intends to purchase the services from Janet Chien, pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. The software and techniques to validate both the regional and global productswere developed by Janet Chien.It is expeditious for her to continue assisting GSFCwith the validation. Failure to do this will result in GSFC's inability to fulfill anagreement with the AFWA and jeopardize the Air Force's ability to get the blended snowproduct out for Air Force use by the winter of 2010-11. Additionally, the time requiredto train a new individual would negatively affect GSFC in meeting the deadlines with theAFWA. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capabilities/qualifications statement in response tothis notice.
