Description
THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. Statement of Objectives: Currently the Food and Drug Administration, CBER/OCTGT/DCGT's research program Office has a requirement for a HiSKY Complete Cytogenetic Imaging System. This system will be used to support mission critical research of DCGT related to cell therapy. The requirement is for a system that meets or exceeds the following requirements: System Hardware: PC with Windows XP OS, Frame Grabber, Interferometer Opitcal Head, High Resolution 12 bit Digital CCD Camera, Xenon Light Source with Liquid Light Guide, 24" Flat panel high resolution LCD Monitor, and 1.0x Cmount for Nikon E800 Microscope, HISKY Filter set and Custom DAPI narrow emission cube for SKY Slides. Software: HiSKY, BandView, FishView, and Case Data Manager HiSKY - SPECTRAL KARYOTYPING Single click capture/acquisition - Single left mouse click on manual or automated microscopes. Ability to use any manual or automated microscope. Karyotype chromosome classification algorithms - No software training needed. Metaphase viewing in 8-9 color options during acquisition and analysis - Enhanced color, DAPI, Classified color, and any of the pure 5-6 colors (SKY Paint kit) used for staining separately without any cross-talk between the dyes Advanced Zoom Image View - Simply use the mouse scroll wheel to zoom in and out of active window Custom DAPI Enhancements - Ability to perform local DAPI enhancements per individual or selected chromosomes; along with band and contrast enhancement. Digital CCD Camera with 12-bit dynamic range - Allows detection of subtle banding patterns, and eliminates the need to continually adjust the black and white levels of the image Interferometer (Optical Head) Acquisition - Manufactured only by ASI and programmed to function with ASI's HiSKY imaging software. Live view - Enables focus with full spectral data during acquisition. Single tool to control all chromosome segmentation - One tool that performs all segmentation cutting and joining of chromosomes. Indexing Tool - Enables automatic counting of chromosomes. Translocation tool - displays telomeric translocations and insertions, misclassification in breakpoint regions, and mixed classes in overlap or in small chromosomes. Wizard - Enables creation of any aberrant or synthetic colored Ideograms to be located at the side of chromosomes. Enables simulating aberrant chromosomes, by splitting existing ones and concatenating the parts one on top of the other. Enables creating a karyotype that includes chromosomes from multiple cells / cases. Dye concentration - Advanced tool-tip with exact dye concentration displayed at any pixel. Single button acquisition and focusing - Does not require multiple filters or multiple focusing steps. Ability to analyze overlaps and intermix translocations CASE DATA MANAGER (Database) A powerful imaging database. Single database for all applications - Enables performing reports, statistics and comparisons combining the results of Karyotyping, FISH, SKY, CGH, and Scanning.. Filter cases and cells by ANY field or ANY combination of fields in the database - Search specific cases and cells by any field and any subtext. Printing reports directly from the database - Image default reports directly from the database. Gallery Review up to 24 images simultaneously Statistical Reports - Enables laboratory management to generate bar graphs and statistical information for case distribution of specimen type, physicians, referral reason, results, and times. BandView - G-Band Acquisition and Karyotyping Segmentation in the karyotype table - All editing and separation tools can work in the karyotype table. Fast semi-automatic counting of chromosomes - Fast review and analysis, in case also review and counting of chromosomes is done on the screen. Built-in ISCN Ideograms - Automatic support for 300,400, 550, 700 and 850 band resolutions. FISHView - FISH Acquisition and Analysis Real time update of focus on screen, even with exposures of several seconds Enables fast focus even with the faintest signals See a gallery of all color layers and a color-combined image - Friendly user interface and real time update of captures Automatic protection of filters by blocking light path after timeout - Cost saving in filters replacement and degraded performance Z-stacking even on manual microscopes - Cost effective solution for existing microscopes in the lab Time-resolved imaging - Ability to repeat acquisitions with pre-defined time gaps. Exporting 3D Scanned data for external 3D analysis and visualization. Annotations - Ability to make annotations in different colors for different probe signals. Multiple user-defined Auto contrast schemes - Creates the best image contrast and sharpness automatically. Small Businesses are encouraged to respond if they have the capability and capacity to provide the identified services. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform the task described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 ("Limitations on Subcontracting"). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 5 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. If qualified as an 8(a) firm (must be certified by the Small Business Administration (SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the Central Contractor Registration (CCR) at www.ccr.gov to be considered as potential sources. 5. Identification of any GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation, such as letters or certificates to indicate the firm's status (see item #3 above). To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Interested offerors should submit their capability statement not exceeding five (5) pages in length. Phone calls will not be accepted or returned.
