- Solicitation SPM7MX-10-R-0088 will be available at https://www.dibbs.bsm.dla.mil/rfp/ on or about 27 April 2010. Technical proposal responses will be due on or about 27 May 2010. This acquisition is for the purchase of approximately 1,200 Federal Supply Class (FSC) 4710 supplies to effectively and efficiently meet the needs of military customers while providing end-to-end logistical support. This solicitation contains one grouping of 4710 NSNs that are set-aside for small business and another grouping that is unrestricted. Offerors are required to submit pricing for at least 85% of the NSNs in each grouping. All shipments will be to CONUS locations. The primary method of support will be customer direct (formerly direct vendor delivery) shipments; however, contract terms are also incorporated to allow for shipments to stocking locations. The functions the awardees will perform include: 1) Forecasting, inventory management, warehousing, and delivery; 2) Providing dedicated program customer support representatives, and 3) Maintaining sources of supply with emphasis on expanding small business participation. The goals of this acquisition are to provide on time delivery (OTD), reduce customer wait time, provide responsive customer service, and provide best value conforming supplies to worldwide military customers. A portion of the acquisition is set aside for small business concerns. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.dla.mil/. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Small Business size standard is 1000 employees. Drawings/specifications will be available for some NSNs. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
