- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued in accordance with FAR Subpart 13.5 (Test Program for Certain Commercial Items). This subpart authorizes, as a test program, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5.5 million ($11 million for acquisitions as described in 13.500(e)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Solicitation number W31P4Q-10-T-0120 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source award to Checkpoint Technologies, LLC in San Jose, California for the Scanning Laser Microscope System for the Weapons Development and Integration Directorate (WDID). The delivery date of the resulting purchase order will be 16 weeks from date of award and the period of performance of the warranty will be 3 years. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. This requirement includes the following items: CLIN 0001 is for a Scanning Laser Microscope System. CLIN 0002 is for a 3-year warranty for the Scanning Laser Microscope System. If you would like a detailed description of the specifications for the Scanning Laser Microscope System, please contact the point of contact listed in this synopsis. All items quoted shall include shipping costs FOB Destination to Redstone Arsenal, AL. All quotes shall include delivery dates expressed in days or weeks from award date. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation of Commercial items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003. Quotes are due no later than 3:00 pm (CST), 5 May 2009, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. In the event multiple quotes are received, the quotes will be evaluated on the basis of lowest price, technically acceptable. In order to be considered technically acceptable, the item must meet specifications and compatibility requirements. Evaluation of solicitations may include a site visit for a demonstration to ensure compatibility with equipment used by other government laboratories to perform the same type of analyses required by the Army. Electronic quotes are preferred, but fax quotes will be accepted. All quotes should also include a copy of your commercial pricelist or price support along with your cage code, Taxpayer Identification number, and DUNS number. Quotes/offers received after the specified due date and time will not be considered for award.
