- Description
- NASA/GSFC has a requirement for annual field maintenance of the NAILS SatelliteGround Station for the Polar Operational Environmental Satellite (POES) Project. Therequirement includes upgrades to the NAILS system and assistance in the development ofthe NAILS Simulator along with an upgrade to the antenna motors in the NAILS systemincluding the refurbishment of two existing motors.Description of Services and Deliverables: 1. Perform annual field maintenance of the NAILS Satellite Ground Station for the POESProject,2. Provide a NAILS Simulator at GSFC for training purposes,3. Provide upgrades to the NAILS system to enable L-band downlink with simultaneousS-bank uplink,4. Assist in the development of the NAILS Simulator, and5. Provide the antenna motors in the NAILS system and refurbishment of two spares.NASA/GSFC intends to purchase the work from Digiserv, Inc., pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. The company has a decade-long history of providing such technical services tothe POES Project related to the proprietary NAILS Ground Station. Digiserv, Inc., wastechnically involved in the original installation and every upgrade to the NAILS systemover the past decade, therefore they have the unique experience required for this task.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capabilities/qualifications statement which shall beconsidered by the agency.An Ombudsman has been appointed.
