THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will beavailable on or about April 26, 2010 at https://www.neco.navy.mil. NavalFacilities Engineering Command Southeast, Jacksonville, FL is currentlyseeking construction contractors for Solicitation Number N69450-10-R-0765 todesign, construct and install a Renewable Energy Project - Solar Panel Arrayat Naval Air Station (NAS) Kingsville, TX. Project Scope is: This project includes design, construction andinstallation of a Ground Mounted Solar Array Power Generating system up to550kw, at NAS Kingsville, TX. Also included is an exterior systemconsisting of service entrance wiring and equipment, lighting panel boards,dry type transformers, conduits, feeder and branch circuits, grounding,including accessories and devices as necessary and required for a completeand usable Solar Array Powered Generating System. Interested offerors must have experience in design, construction andinstallation of fixed base electrical generating solar arrays with utilityconnections to the power grid. The experience must be with arrays at least300kw of power and must include photovoltaic arrays. The offeror shall alsodemonstrate comprehensive knowledge of this type of facility design,construction and installation. This solicitation is being issued on an unrestricted basis. This is anegotiated procurement, using the Best Value Tradeoff Approach that willresult in a Firm Fixed-Price Construction Contract. The Governmentanticipates a contract award for this project in August 2010. Theappropriate NAICS Code is 237130 Power and Communication Line and RelatedStructures Construction, with a size standard of $33.5 million dollars. The project magnitude is $1,000,000 to $5,000,000. The contract duration is 360 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and52.236-3, Site Investigations and Conditions Affecting the Work, will beincluded in any contract awarded as a result of this solicitation.Accordingly, offerors or quoters are urged and expected to inspect the sitewhere the work will be performed. For site visit information refer to FARclause 52.236-27 and Technical Section 00100 for time and date. The point ofcontact for this site visit, with instructions can be found in thesolicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THISSOLICITATION. Additional requests for site visits will not be entertained. The solicitation will be posted to Navy Electronic Commerce Online (NECO)website https://www.neco.navy.mil under solicitation number:N69450-10-R-0765. In accordance with FAR Section 5.102, availability of the solicitationwill be limited to the electronic medium and the Government will not providecopies. It is the offeror's responsibility to check the NECO websiteperiodically for any amendments to the solicitation, as this will be theonly method of distribution of amendments. The Government will not pay forinformation requested nor will it compensate any respondent for anyproposal. The successful offeror must be currently registered in the Department ofDefense Central Contractor Registration (CCR) database, with a valid DUNSnumber, prior to contract award. Offerors not already registered in the CCRdatabase are highly encouraged to do so by calling 1 (888) 227-2423, or viainternet at http://www.ccr.gov. In accordance with FAR Clause 52.222-37, Employment Reports on SpecialDisabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans,all offerors must be registered on https://vets100-vets.dol.gov to beeligible to receive the contract award. The government does not maintain orprovide a bidders/planholders list. Note: this list is not all inclusive.Failure to register in the DOD CCR database may render the successfulofferor ineligible for award.
