Description
STATEMENT OF WORKThe Veterans Administration Boston Healthcare System has a requirement to conduct continued research at the Center for Innovative Visual Rehabilitation (hereafter CIVR) to conduct Hermetic Sealing, Leak Testing, and Overmolding of the CIVR Retinal Prosthesis. Program Duration:June 1, 2010 to September 30, 2010 October 1, 2010 to March 31, 2011 (Option Period 1) April 1, 2011 to September 30, 2011 (Option Period 2) October 1, 2011 to March 31, 2012 (Option Period 3) April 1, 2012 to September 30, 2012 (Option Period 4) Vendor shall conduct the following engineering tasks in support of the effort at the CIVR to create hermetically sealed, electrically functional retinal prostheses. The work shall be conducted primarily at vendor site, with ancillary machining, assembly, and/or testing at the VABHS and other area facilities as required. The purpose of this work is to develop materials and methods for hermetic sealing of subretinal prosthesis assemblies that shall be provided by the CIVR, and to develop adequate fixturing for measuring the leak rate of helium and/or water into current and future generations of retinal prosthesis packages that the CIVR develops (and subsequent performance of such tests.) The final goal is overmolding the sealed prosthesis assemblies with epoxy to keep water away from the signal feedthrough connections. Objectives: To optimize the process and document standard operating procedures for sealing CIVR-supplied platinum-coated titanium lids, water gettering devices and suture tab structures in or on to subretinal prosthesis assemblies (also be provided by the CIVR), leading to the mutual development of a formal procurement specification for future prosthesis assembly runs that are outside the scope of this contract. To optimize the process and document standard operating procedures for overmolding hermetically sealed subretinal prosthesis assemblies (provided by the CIVR) with epoxy to keep water away from their signal feedthroughs, also leading to development of a formal procurement specification for future prosthesis assembly runs (outside the scope of this contract). To design and fabricate test fixtures to evaluate helium and/or water leakage into current and future hermetically sealed subretinal prosthesis assemblies using available measurement technologies at Vendor and/or its subcontractors, and to perform and document these calibrated measurements. To fabricate small engineering lots of both electrically inactive (dummy) engineering prototypes and complete, hermetically sealed and overmolded electrically active implants at the request of CIVR personnel, contingent upon component availability from the CIVR. The tasks required to meet these objectives are the following. All testing will be conducted and documented in a manner appropriate for reporting in peer-reviewed scientific publications and for supporting the future regulatory needs of the CIVR, with the exception of any technologies or processes that are deemed confidential by Vendor, and whose status is made known to the CIVR by Vendor in writing. Vendor shall provide access to records and standard procedures developed during the contract period to the CIVR team members during routine vendor audits. The following tasks shall be performed on a best effort basis. Task 1. Laser welding and hermetic sealing. Employing proprietary know-how, Vendor shall develop engineering processes for laser welding of subretinal prosthesis assemblies and their external suture tab components so as to form hermetically sealed enclosures with CIVR-procured water gettering devices inside. Standard operating procedures shall be documented, leading to the creation of a formal procurement specification for future assembly runs. Task 2. Overmolding. Employing proprietary know-how, Vendor shall develop engineering processes for overmolding of completed subretinal prosthesis assemblies with epoxy to prevent water from infiltrating the signal feedthrough region. Standard operating procedures shall be documented, leading to the creation of a formal procurement specification for future assembly runs. Task 3. Leak testing. Vendor shall design and fabricate test fixtures to evaluate helium and/or water leakage into current and future CIVR hermetically sealed subretinal prosthesis assemblies or feedthrough modules using available measurement technologies at Vendor and/or its subcontractors, and Vendor shall perform and document calibrated measurements at the CIVRs request. Task 4. Engineering lot fabrication. Vendor shall fabricate small engineering lots of both electrically inactive (dummy) engineering prototypes and complete, hermetically sealed and overmolded electrically active implants at the request of CIVR personnel, contingent upon component availability from the CIVR. Vendors having capability to meet requirements are invited to submit quote with the appropriate documentation addressing their items ability to meet the above stated requirements and characteristics. All Quotes are due no later than 3pm EST on April 19,2010. No telephone requests will be accepted. However, any firm that believes it can meet these requirements may send their quote by e-mail to Robert.oleary@va.gov. Supporting evidence must be furnished in sufficient detail, to demonstrate the capability to comply with the below requirement. Responses will be evaluated. Inquires/information received after established deadline of April, 19, 2010 3PM EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited.
