- Wild horses and burros free roaming on public lands administered by the Bureau of Land Management (BLM) and Forest Service are protected, managed and controlled under the provisions of the Act of December 15, 1971, as amended (16 US. 1331-1340). As resource conditions and other factors warrant, excess wild horses and burros are removed from the public lands and placed in facilities for preparation to be placed in private maintenance through the Adopt-A-Horse program. b. The Wild Horse and Burro Holding Facility at Piney Woods (PW) is the primary holding facility for wild horses and burros awaiting adoption through the BLM's Eastern States Adopt-A- Horse program. Piney Woods routinely receives animals from western facilities and then ships them to adoption locations throughout the 31 eastern states. The facility will maintain approximately 150 animals throughout the year on a daily basis. The objective of this contract is to procure livestock panels and gates for the temporary holding of these animals when they arrive from the western facilities and await transport to adoption locations around the country. Piney Woods is a permanent year-round holding facility requiring the use of this equipment for the animals residing on the facility.
