- The U.S. Department of Transportation/Research and Innovative Technology Administration/John A. Volpe National Transportation Systems Center (Volpe Center) has a requirement to continue services currently being performed under its Volpe Center Contract No. DTRT57-06-D-30004 for on-site Transportation Information Project Support (TRIPS) services that was awarded, on a competitive basis, on February 7, 2006, for a period of performance of five years through April 30, 2011. This is a notice of the Government's intent to increase the Maximum Contract Value (MCV) of this contract until follow-on multiple award indefinite delivery/indefinite quantity contracts are awarded. The Government intends on increasing the MCV of the existing contract by $48M and plans to negotiate with the incumbent contractor, Computer Science Corporation, on a sole-source basis under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 titled "Only one responsible source and no other supplies or services will satisfy agency requirements." This dollar increase will permit the continuation of performance under the existing TRIPS contract while the requirement is being recompeted under the Volpe Center's Solicitation No. DTRT57-10-R-20008 as a full and open competition. This is neither a Request for Proposal nor a solicitation of offers. A determination by the Government not to compete this requirement based on responses to this notice is solely within the Government's discretion. Information received by close of business April 22, 2010 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition. Oral communications are not acceptable in response to this notice.
