Description
DEPARTMENT OF VETERANS AFFAIRS (VA)COMPETITION FOR EXISTING LEASE LOCATION The VA currently occupies 3,557 net usable square feet (NUSF) of space in Pittsburgh PA, as an acquisition support Service Area Organization (SAO) office. The lease expires on January 18, 2020. The VA is conducting a competition for alternative space and will relocate if advantageous to the Government. Class A building space is required on no more than one contiguous floor, and provide between 5,857 to 5,957 NUSF of space. On-site parking for thirty (30) vehicles is required. A lease for up to ten years, five years firm, will be considered. Occupancy is required by September 30, 2010. To be considered, space must be within or fronting the delineated area as follows: North: Art Rooney Drive from North Shore Drive to West General Robinson Street. East: West General Robinson Street from Art Rooney Drive to Anderson Street. South: Anderson Street from East General Robinson Street to Isabella Street. West: Isabella Street from Anderson Street to Federal Street; Federal Street from Isabella Street to West General Robinson Street; West General Robinson Street from Federal Street to Mazeroski Way; Mazeroski Way from West General Robinson Street to North Shore Drive; North Shore Drive from Mazeroski Way to Art Rooney Drive. The VA is considering alternative space if economically advantageous and will conduct a market survey of properties offered for lease. The VA SAO East will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the VA SAO East will consider, among other things, the availability of alternate space that potentially can satisfy the VA SAO East requirements, as well as, costs likely to be incurred through relocation, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Please send expressions of interest to: US Department of Veterans Affairs Service Area Organization (SAO) East (10F1) ATTN: Anthony Warner, Contracting Officer 323 North Shore Drive, Suite 500 Pittsburgh, PA 15212 E-Mail: anthony.warner@va.gov Expressions of Interest must be submitted to the above address by 5:00 PM EST on April 22, 2010, and must include the following information: * Building name and address and location of the available space within the building. * Rentable square feet available and expected rental rate per rentable square foot, fully serviced. * ANSI/BOMA Office area square feet (OASF) to be offered and expected rental rate per OASF, fully serviced. Indicate whether or not the quoted rental rate includes an amount for tenant improvements and state the amount, if any. * Date of space availability. * Building ownership information. * Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any). * Offered space must meet Government requirements for Fire Safety and Handicapped Accessibility. * List of building services provided. * Offerors must provide evidence that properties are outside the 100-year flood plain. The federal government is seeking contiguous space on one floor for use by tenant personnel, furnishings and equipment. Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government is limited by law (41 C.F.R. 102-73.55) to pay no more than the appraised fair rental value for space. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT.
