- Description
- The USDA, ARS, SAA intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A) to Decagon Devices, 2365 NE Hopkins Ct, Pullman, WA 99163. This procurement is being conducted under Simplified Acquisition Procedures - a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components. An existing research irrigation system is configured using Decagon equipment that includes data loggers, volumetric water content sensors, water potential sensors, rain gauge sensors, air/soil temperature monitors and Decagon software and site licenses to communicate from the equipment to computers at multiple sites. In order to expand the existing research project to outlying areas additional components are needed to link to the existing units. New hardware and software must be able to work seamlessly with existing equipment and provide data collection measurements comparable to the system in place. Required additional components are 50 Em50R Data Loggers, 100 MPS-1 Water Potential Sensors, 100 ECH20 Soil Moisture Sensors, 4 SS-1 Temp/RH sensors, 4 ECRN-50 Rain Gauges, 6 ECH20 Temperature Sensors, 1 Data Collection Base Station, 5 Radio Receivers, 5 ECH20 Single Licenses, 5 ECH20 Mobile Antenna and 9 ANTCBL-15 Antenna Extension Cables. Companies with the demonstrated capability and financial capacity to furnish such equipment must submit a written substantive statement outlining the company capabilities (including price lists) to the point of contact listed below by 10:00 am on April 23, 2010. This is not a request for quotation. No solicitation is available. A determination by the Government not to compete this requirement, upon receipt of responses to this notice, is solely at the discretion of the Government in accordance with FAR 13.106-1 (b). If no affirmative responses are received by April 23, 2010, to determine whether a qualified source is more advantageous to the Government, an order will be placed with Decagon Devices.
