- Description: This is a SOURCES SOUGHT NOTICE. The 49th Contracting Squadron Construction Flight is conducting a MARKET SURVEY to determine the interest and capability of Small Business Firms to compete in full and open competition for one or more IDIQ-type "Horizontal Construction Contracts" encompassing several NAICS codes: 237310 - Highway, Street, and Bridge Construction - This industry comprises establishments primarily engaged in the construction of highways (including elevated), streets, roads, airport runways, public sidewalks, or bridges. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this group if they are engaged in activities primarily related to highway, street, and bridge construction (e.g., installing guardrails on highways); 237110 - 237110 Water and Sewer Line and Related Structures Construction. This industry comprises establishments primarily engaged in the construction of water and sewer lines, mains, pumping stations, treatment plants, and storage tanks. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this group if they are engaged in activities primarily related to water, sewer line, and related structures construction. All structures (including buildings) that are integral parts of water and sewer networks (e.g., storage tanks, pumping stations, water treatment plants, and sewage treatment plants) are included in this industry group. 237130 Power and Communication Line and Related Structures Construction.This industry comprises establishments primarily engaged in the construction of power lines and towers, power plants, and radio, television, and telecommunications transmitting/receiving towers. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this group if they are engaged in activities primarily related to power and communication line and related structures construction. All structures (including buildings) that are integral parts of power and communication networks (e.g., transmitting towers, substations, and power plants) are included. A Small Business Size Standard of $33.5M applies. Firms must be capable of providing all labor, material, equipment, transportation and supervision required for construction at Holloman Air Force Base, New Mexico. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Project Descriptions: The required work to be performed by the contractor consists of, but is not limited to, a broad range of maintenance, repair, and minor construction of roads, pipelines, utilities, landscaping, earthmoving and other horizontal work related to the airfield and grounds at Holloman Air Force Base (HAFB), NM and federal real property within 100 miles radius of HAFB post office. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision management, and other services (including engineering/technical design support), items, and incidentals necessary thereto. The Government is not required to issue a solicitation. Magnitude of Horizontal Construction Contract is: $40,000,000.00. Responses to this announcement are requested from Certified Small Business firms eligible to compete in full and open competition. A firm is considered small if their average annual receipts for the preceding three (3) years were less than or equal to $33.5 Million. Any information submitted is voluntary. If sufficient interest and capability is not received from small business firms, this contract may be issued as unrestricted without further consideration. Request interested firms (regardless of size) submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) a summary of RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; (3) their SIZE STATUS; (4) the PERCENT OF WORK their firm can commit to accomplishing this work with in-house (not subcontracted) labor if awarded the contract. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government for acquisition planning purposes.
