Contract Clauses Lessons from Lincoln Statement of Work The NATIONAL GEOSPATIAL-INTELLIGENCE AGENCY (NGA) Office of the Inspector General (OIG) has a requirement for a training course from 11 May 2010 - 13 May 2010, dealing with leadership lessons that can be learned from President Lincoln and the Battle of Gettysburg. The NAICS code for this effort is 611710. Please be advised that this effort will be a small business set-aside. Attached please find the Statement of Work entitled "Lessons From Lincoln for Office of Inspector General" dated February 2010 for specific details concerning this requirement. All responses to this RFQ must be submitted by April 19, 2010 12:00pm EST. Responses submitted after the close date WILL NOT be considered. Evaluation Criteria: Evaluation criteria will be based on best value. The criteria for best value will be based on fully meeting the requirements listed in the statement of work and other factors as outlined below. The government may award to the higher rated, higher priced offeror, where the decision is consistent with the evaluation factors. The government intends to award without discussion in accordance with FAR 13.106-2(b)(3). The evaluation criteria below shall be used for the basis of award. All factors shall be weighted equally. Factor 1: The contractor shall provide a course of study on leadership lessons based on the experiences of Abraham Lincoln as President. The program will tackle a variety of issues necessary to manage complex changes faced by President Lincoln and the Battle of Gettysburg in a time of dramatic political and technological change. This course will provide lessons from our nation's history which could be applied to today's activities. The course shall include instruction and all related materials for 50 students. The course shall include at a minimum the following: - Organizational Leadership - Use of Intelligence - Leadership in the Time of Change - Leadership Vision and Values - Communication Skills of Leaders - Team Building Skills of Leaders - Leadership Lessons from the Battle of Gettysburg, including a visit to the Gettysburg Battlefield For each of the elements listed above, the contractor shall explain in their proposal how they will demonstrate the above in the course so that that each element is met (i.e. activities, lectures, visuals, team building exercises, tours). Factor 2 Additional Requirements: The contractor shall provide guest speakers, preferably familiar with NGA, and shall make all arrangements for meeting rooms, meals as well as arranging hotel accommodations in accordance with SOW 2.1.2. Factor 3 Personnel: (1) The Contractor shall identify a Program Manager, and (2) The contractor personnel must be specialists in a field with the SOW course of study. All proposed personnel will be required to provide their resume which will demonstrate their field expertise. Price Assessment Area: The Offeror's proposed prices will not be numerically scored, but will be evaluated for reasonableness and completeness and to ensure they reflect a clear understanding of the requirements and are consistent with the various elements of the Offeror's proposal. Evaluation of the price proposal may also consider, but not be limited to comparison of proposed prices received in response to the solicitation, comparison of previously proposed price for these same or similar items, comparison with competitive published cost/price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements, comparison of proposed costs/prices with independent Government cost estimates. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, prices and other factors considered. Price will be evaluated to determine if it is fair and reasonable. Dates and location of the course must be available in accordance with the SOW (see 3.1 and 3.2) Please include all charges in your quote.
