- The U.S. Small Business Administration, Washington, DC - INTENT TO SOLE SOURCE. Under the authority of FAR 6.302-1, the U.S. Small Business Administration (SBA) intends to negotiate and procure the following services on a sole source basis. This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. This is a notice of intent to award a sole source purchase order to Dun & Bradstreet, Inc. (D&B) for the use of the Contractor's patented proprietary matching engine on a selected universe of approximately 2,500 SBA input records. D&B will aid SBA's Office of Government Contracting/Business Development (GC/BD) by matching the SBA input records against D&B's referential database, appending those matched records to D&B data elements. The SBA will use these data elements to analyze and assess the targeted universe of businesses. D&B's patented DUNSRight® process will provide accurate match results and return value-added intelligence from D&B's global business database. The data elements that will be licensed and appended to SBA records are outlined below: D-U-N-S Number, Business Name, Business Address, Annual Sales Volume, Net Worth, Employees On Site, Federal Tax ID where available, Status Indicators (HQ, Branch, Single Location), Legal Status (proprietorship, corporation, partnership), OB Indicator, DATS - mergers or acquisitions, and Confidence Code. The use of the data provided will be limited to SBA GC/BD and will be governed by the D&B Federal Government Licensing Terms, which provide details and obligations of the parties with respect to the provision and use of the data delivered under the resultant purchase order. Any firm that believes it can meet these requirements may give written notification. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. All information submitted in response to this announcement must be received by April 19, 2010, 1:00 pm Eastern Daylight Time. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No phone calls will be accepted.
