- Guidelines for Contractor’s and A/E Firms Performing Site Investigations and Field Work List of Buildings Site Plan Solicitation Capital Asset Management System This procurement will be a total small business set-aside. The intention of this requirement is to award a Firm-Fixed price contract for software and contractor support. The proposed contract is to acquire a capital asset management system to house asset data and provide capital planning and management tools to assist in project identification, budget development, and capital spending plans. The contract will consist of a base period of one year and four one-year options to extend the term of the contract.
