- THIS IS A PRE-SOLICITATION NOTICE. The Department of Veterans Affairs, VISN 19, on behalf of the Grand Junction VA Medical Center (GJVAMC) located at 2121 North Avenue, Grand Junction, Colorado will be soliciting proposals from experienced qualified Service Disabled Veteran Owned Small Business concerns (SDVOSB) to provide all necessary design, labor, materials, tools, equipment and services for Building 1 Out Patient Center Modifications as contemplated by Project No. 575-10-110. This procurement is 100% set-aside for certified Service Disabled Veteran Owned Small Businesses in accordance with P.L. 109-461 as codified by 38 USC 8127, 8128. This construction project, a design/build construction project, will include general construction, mechanical and electrical work, demolition and removal of existing structures, infection control measures, and other related work as required by the solicitation, drawings and specifications. All design work will be coordinated through Engineering Service. All design work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov, ASHRAE, IBC 2003, NFPA and NEC building codes and standards. Davis-Bacon wage rates apply. Performance and Payment Bonds are required after award by the successful offeror. The estimated construction range is between $500,000 and $1,000,000. The VA is going to issue a Request For Proposals (RFP) in accordance with FAR Part 15. NAICS Code 236220, Construction and Institutional Building Construction, is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about Friday, April 30, 2010 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference will be conducted at GJVAMC, the time and place to be announced in the solicitation. Prospective offerors are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may impact proposal costs. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to Raymond.Tomori@va.gov. "GJ VA-259-10-RP-0160, PCMH" should be referenced on the subject line in all correspondence regarding this announcement and solicitation. Contractors must submit joint venture agreements with their proposal if proposing as a joint venture. All contractor work is expected to be completed by the successful offeror within 270 days after the Notice to Proceed is issued. Interested firms are reminded that in accordance with FAR Subpart 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and in accordance with FAR Subpart 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSB's submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. This announcement serves as the advance notice for this project per FAR 36.213-2.
