- The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to negotiate a sole-source procurement with Elsevier B.V., of Amersterdam, The Netherlands. The contractor, Elsevier B.V., will provide an online subscription "Science Direct" to include "ArticleChoice" for a period of one (1) year. The NAICS code is 511120 and the size standard is 500 employees. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source using Simplified Acquisition Procedures. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
