- DESCRIPTION: The Gauley Mountain Trail is a 5.4 mile, packed dirt and grass, multi-use, trail on the Monongahela National Forest located in Pocahontas County, West Virginia that allows hiking, mountain biking, and equestrian access. The Contractor will be responsible for providing all labor, materials, equipment, tools, transportation, supervision and supplies and perform all work necessary to restore and improve the trail in compliance with the terms, specifications, conditions, and provisions of this solicitation. Base Items and Alternate Items in the solicitation will include removal and replacement of rock; grubbing of stumps and roots; installation of rolling dips; installation of puncheons; installation of turnpikes; performing trail shifts; and leveling the trail to maintain a 3% - 5% outslope. DIRECTIONS TO THE SITE: This trail is located in Pocahontas County, West Virginia, with end points and road access along Forest Road (FR) 150 (Highland Scenic Highway) and Mine Road 219/1. Starting from Marlinton, WV, the north trail head of the Gauley Mountain Trail #438, is located by traveling north on State Route(SR) 219 approximately 14.3 miles to County Road (CR) 219/1 and follow CR 219/1 approximately 3.6 miles. The south trailhead is located by traveling north on SR 219 approximately 7.0 miles to FR 150 (Highland Scenic Highway) and follow FR 150 approximately 5.4 miles. RANGE OF GOVERNMENT ESTIMATE: Between $100,000 and $250,000. SOLICIATION RELEASE: All solicitation documents will be available for downloading from the Federal Business Opportunities (FEDBIZOPPS) website: https://www.fbo.gov on or around April 26, 2010. Responsible sources may submit a proposal, which if timely received, shall be considered by the agency. PERIOD OF PERFORMANCE: Contract time will be 365 calendar days from the effective date of the Notice to Proceed. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237990; the small business size standard is $33.5 million. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. BONDING INFORMATION: Offerors are required to submit a 20% bid bond with their proposals (facsimile bonds and proposals will not be accepted). The successful Contractor must furnish 100% payment and performance protection within 15 calendar days of receipt of Notice to Proceed.
