Description
RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service Manchester Field Station located in Port Orchard, WA intends to acquire the following item: A complete equipment necessary for the production of oxygen from ambient air. This equipment must be a complete feed-gas prep system used to produce oxygen for an existing ozone generator. The feed-gas prep system consists of two main components, a screw compressor and a oxygen generator. The feed gas system will supply and will be matched to produce oxygen for an existing ozone generator, which is a Pacific Ozone model 6M24. This model produces up to 240 SCFH of ozone gas. The equipment must produce oxygen at a purity of greater than 90% and a continuous volume of 200-320 SCFH. Vendor must provide delivery and set up of the equipment to Manchester Research Station, 7305 Beach Drive East, Port Orchard, WA 98366 Equipment specifications: a) A complete feed-gas prep system for the production of oxygen, which will be used to supply oxygen to a Pacific Ozone model 6M24 ozone generator. b) Feed gas system must produce oxygen at a continuous flow rate of 200 to a maximum of 320 SCFH. c) Oxygen production must exceed 90%. d) Feed gas system shall consist of a screw compressor and the oxygen generator. Air compressor Specifications: o Self contained all in one unit o 200 -320 SCFH air. o Automatic Electronic water drains o Graphic controller with high def display o Water and oil separator 99.99% oil and moisture removal o Refrigerated air dryer o Relative air humidity of 0 o Cooling fan(s) and vents o Air intake filter(s) and compressor pre-filter. o Continuous duty o Noise level not to exceed 75db o Auto restart option o Freeze protection o Main power isolator switch o Footprint not to exceed 60" x 42" x 78"h o Minimum air delivery pressure of 100 psi. o Receiver tank 120 -200 gallon with pressure relief and ASME coded o 120 or 240 V power. Oxygen generator matched to the screw compressor to convert clean, dry compressed air into > 90% oxygen for use in producing ozone. a) PSA oxygen generator producing 200 -320 SCFH of oxygen b) Continuous duty c) Microprocessor controller for automatic and unattended operation d) Oxygen purity > 90% e) Inlet pressure of 80 psi minimum f) Dual vessel g) Product pressure minimum 50 psi. h) 120 or 220 V power i) NRTL certified j) Footprint not to exceed 36" x 30" x 80"H k) AS-E low oxygen purity alarm Vendor will provide support on installation. In addition, vendor will provide or arrange for factory support and training on start up, and operating and service manuals on all equipment. Vendors responding to RFQ must provide complete equipment specification which will be reviewed by NOAA technical person prior to award. Quotes must be FOB Port Orchard, WA 98366. This procurement is 100% set aside for small business concerns. The North American Industry Classification System code for this acquisition is 333999. The government intends to award a firm fixed-price contract with required delivery of no later than May 31, 2010. All interested parties must respond to this announcement within fifteen (15) calendar days of publication.
