Description
The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the National Asphalt Pavement Association (NAPA) for co-sponsorship with FHWA of three regional conferences related to Warm Mix Asphalt (WMA), Hot Mix Asphalt (HMA), and recycling under the heading "Paying Smarter with Asphalt." The conferences are scheduled for May, September, and November 2010 in different regional areas of the United States. This sponsorship will maximize the delivery of innovative asphalt pavement technologies, including WMA and high percentage recycling and will facilitate critical partnerships necessary to assure a more efficient use of HMA materials through proper evaluation, mix design, and production practices. This is anticipated to be a simplified acquisition with an expected award the week of April 26th or May 3rd, 2010. NAPA has unique expertise and experience that make it the only organization capable of co-sponsoring these workshops in this specialized field. NAPA has developed a unique and innovative approach to showcasing HMA and WMA through conferences and workshops for all critical parts of the asphalt concrete community. Its marketing will attract a wide variety of stakeholders to the conferences due to its comprehensive network of domestic and international members and associates. High attendance, in terms of size and diversity, is critical to the success of these conferences. NAPA is the only professional asphalt concrete pavement organization in the United States which represents the entire asphalt pavement industry and is also capable and fully experienced at organizing and managing large workshops for domestic and international audiences. All responsible sources may submit a response identifying their interest and capability to respond to this requirement, which will be considered by FHWA. Information received by FHWA will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for services which FHWA intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations 6.302-1 and 13.501. This notice of intent is not a request for competitive proposals.
